SUSPENSION OF RESOLUTION NO. 2003-132, SERIES OF 2003, REQUIRING APPLICATIONS IN LICENSURE EXAMINATIONS TO SUBMIT CERTIFICATE/ TESTIMONIAL OF GOOD MORAL CHARACTER
WHEREAS, the Commission issued Resolution No. 2003-132 series of 2003 and Memorandum Circular No. 2003-10 dated September 22, 2003 requiring applicants in licensure examinations to submit Certification/Testimonial of Good Moral Character
WHEREAS, there have been reports on the proliferation of enterprising professionals outside the Commission victimizing examinees from the provinces who do not know any professional from the city by charging exorbitant fees.
WHEREAS, there are also reports that pre-signed certificates of good moral character are also allegedly being sold outside.
WHEREAS, there are also complaints from the examinees that they incur additional expenses looking for registered professionals belonging to the same discipline who will vouch for their moral character.
WHEREAS, the Licensure Office and Legal Division find the above reasons justifiable and recommended to the Commission the temporary suspension of said requirement to have ample time to study possible means of supporting the moral character of the examinee and to prepare for the trouble-free implementation of such requirement.
WHEREFORE, the Commission RESOLVED as it hereby RESOLVES to temporarily suspend the submission of the Certificate/Testimonial of Good Moral Character until such time that the Commission will be able to come up with a better alternative or solution for its trouble-free implementation.
Let copies of this Resolution be furnished all the Professional Regulatory Boards, officials and employees in the Central and Regional Offices for their information and guidance, and to all heads of schools, colleges and universities for dissemination to their students who are enrolled in courses requiring the passing of licensure examinations.

RESOLUTION NO. 2004-189 Series of 2004
FORFEITING THE EXAMINATION FEES PAID BY EXAMINEE WHO FAILED TO REPORT AND TAKE THE SCHEDULE EXAMINATION
WHEREAS, Section 7 (n) of R.A. No. 8981 empowers the Commission to adopt and promulgate such rules and regulations as may be necessary to effectively implement policies with respect to the regulation and practice of the professions.
WHEREAS, there are examinees who, for whatever reasons, failed to report and take the scheduled examination, and are therefore reported as ABSENT examinees.
WHEREAS, it has been the practice that the examination fees paid by ABSENT examinees are still considered valid and applicable as examination fees for future examinations.
WHEREAS, the Commission has already incurred operational expenses such as manpower services, cost of supplies and dorms during the filing period and has also allotted the necessary supplies and forms for examination purposes.
WHEREFORE, the Commission RESOLVES as it hereby RESOLVED to forfeit the examination fee or fees paid by ABSENT examinees for such examination and to required them to pay anew the examination fees when they re-apply for future examinations.
This Resolution shall take effect upon approval and completion of publication in the Official Gazette or in a newspaper of general circulation in the Philippines, whichever is earlier.
Let copies of this Resolution be furnished all schools, colleges or universities, public and private, offering courses for licensure examinations and accredited professional organizations for their information anf guidance.

REQUIRING APPLICANTS IN LICENSURE EXAMINATIONS TO SUBMIT TRANSCRIPT OF RECORDS WITH SCANNED PICTURES AND WITH REMARKS “FOR BOARD EXAMINATION PURPOSES ONLY”
WHEREAS, the Commission issued Memorandum Circular No. 2003 – 03 dated March 28, 2003 on the “Proposed Additional Security Features on the Official Transcript of Records” to all Presidents and Registrars of Schools, Colleges and Universities and all officials and employees of the Commission.
WHEREAS, the Commission has conducted consultative meetings with the presidents, deans and registrars of schools, colleges and universities on licensure admission and examination requirements including the proposal on additional security features on the transcript of records that will include the scanned picture of the graduate-applicant and the remarks “FOR BOARD EXAMINATION PURPOSES ONLY”.
WHEREFORE, the Commission hereby RESOLVES as it hereby RESOLVED to require applicants in licensure examinations scheduled in September 2004 onwards to submit transcript of records with scanned pictures and remarks “FOR BOARD EXAMINATION PURPOSES ONLY”.
FURTHER resolved that applicants who graduated several years before the issuance of this resolution shall be required to present a new transcript of records bearing the scanned picture and remarks, thus enabling the schools to keep tract of their previous graduates who will take the examinations.
FURTHER resolved that schools, colleges and universities who do not have the equipment for scanning of pictures shall attach an original certification on the transcript of records stating the non-availability of equipment for scanning to be signed by the president or registrar.
FINALLY RESOLVED that this Resolution upon approval shall be effective after fifteen (15) days following the publication thereof in the Official Gazette or in a newspaper of general circulation in the Philippines.
Let copies of this Resolution be furnished all schools, colleges or universities, public or private, offering courses for licensure examinations and accredited professional organizations for their information and guidance.

NON-ADMISSION OF EXAMINEES ARRIVING LATE DURING THE CONDUCT OF LICENSURE EXAMINATIONS
WHEREAS, Section 7 (d) of R.A. No. 8981, otherwise known as the “PRC Modernization Act of 2000”, empowers the Commission to administer and conduct the licensure examinations of the various regulatory boards in accordance with the rules and regulations promulgated by the Commission and to adopt measures to preserve the integrity and inviolability of licensure examinations.
WHEREAS, there is a need to provide guidelines on the non-admission of examinees arriving late in order not to compromise the integrity of the licensure examinations.
NOW, THEREFORE, pursuant further to Section 7 (d) of R. A. No. 8981. the Commission RESOLVED, as it hereby RESOLVES, to issue and promulgate the following guidelines on the non-admission of examinees arriving late.
1. Under normal conditions, examinees arriving late after the start of the examinations shall NOT be allowed to take the examinations anymore.
2. In special cases such as high floods, typhoons, transport strike, threats to the peace and order situation like mass rally, mutiny, or coup de-tat, the start of the examinations shall be delayed and the time to finish or end shall be adjusted accordingly. The adjusted time to start and finish the examinations shall be the same in all test centers. Examinees arriving after the adjusted schedule shall no longer be allowed to take the examinations.
3. The Room Watchers shall indicate the time of arrival on the Examinees Record of Attendance Sheet for records purposes and indicate the remarks “LATE - NOT ALLOWED TO TAKE EXAM”.
This Resolution shall take effect after fifteen (15) days following its official publication in the Official Gazette or in a newspaper of general circulation in the Philippines, whichever is earlier.

GUIDELINES IN THE CONDUCT OF LICENSURE EXAMINATIONS FOR PERSONS WITH DISALIBILITIES (PWDs)
WHEREAS, Section 7 (b) of R.A. No. 8981 empowers the Commission to make such rules and regulations and issue such orders and other administrative issuances as may be necessary in the execution and implementation of its functions and the improvement of its services.
WHEREAS, as a general rule, all examinees shall be treated equally as ordinary examinees.
WHEREAS, there are persons with disabilities (PWDs) such as those with hearing and vision impairment (deaf and blind), physical disability (polio victims, with crutches or on wheel chair), and speech impairment (mute), who are allowed to take the various licensure examinations.
WHEREAS, the Commission finds it necessary to provide guidelines in the conduct of licensure examinations for PWDs.
NOW, THEREFORE, the Commission RESOLVED as it hereby RESOLVES to issue and promulgate the following guidelines in the conduct of examinations for PWDs:
1. The Application Division/units in the Central Office and Regional Offices shall immediately inform the Commission and the Examination Division of PWDs taking any licensure examination.
2. During the examination process, the Examination Division/Regional Offices shall render the following treatment to the PWDs as follows:
a. Blind examinees shall be assigned inside the Examination Division or in a room near the Building or Floor Supervisor in the Central and regional test centers.
a.1 A Room Watcher designated by the Chairperson or in the case of the Regional Offices, by the Regional Directors, shall be assigned to assist the blind examinee in filling up the data on the Examinee’s Identification Sheet per information provided by the blind examinee.
a.2 The Room Watcher shall read twice the test questions to the examinee and shall mark the answers of the examinee on the Answer Sheets.
a.3 The entire proceedings shall be recorded using the tape recorder and blank tapes which shall be provided by the examinee. The recorded tapes shall be submitted to the Rating Division for safekeeping and future reference.
a.4 A Certification shall be issued by the Room Watcher that the marked letters are the answers of the examinees based on the recorded proceedings.
b. Other Vision-Impaired Examinees such as those with low vision but can still read the test questions shall be treated as an ordinary examinee but will be allowed to sit near the window or where there is proper illumination in the room.
c. Physically handicapped examinees (polio victims, with crutches or on wheelchair) shall be assigned at the ground floor or at the lowest floor in the test center together with other ordinary examinees.
d. Deaf and/or mute examinees shall be given written instructions in the accomplishment of examination forms. Assignment of interpreters shall not be allowed.
3. The Commission may adopt procedures as may be applicable to examinees with other kind of disabilities not covered in this Resolution without compromising the integrity of the licensure examination.
This Resolution shall take effect fifteen (15) days after its publication in the official gazette or in a newspaper of general circulation.
